The abbreviation IMEL stands for “Institute of Marx, Engels, Lenin”. Later it was renamed IMELS, the additional ‘S’ representing Stalin. After Stalin and Engels were omitted only IML remained, but it is commonly known as IMEL or IMELI (Georgian version). The IMEL building on Rustaveli Avenue used to be a great example of Socialist Classicism. Designed by architect Alexey Shchusev (the designer of Lenin’s mausoleum in Moscow), it was built between 1934 to 1938. After an unsuccessful attempt by “Capital Invest” firm to build a hotel in 2007, the building was sold to the “Dabi Group” which declared its intention to erect a tower as part of the Millennium chain of hotels. The permission to build a glass tower behind the Shchusev building was seamlessly granted by the city officials. Unlike Fabrika, Stamba, and Rooms hotels, which are meticulously repurposed old Soviet structures and some of the most visited and "newly declared" iconic locations in Tbilisi, Biltmore is considered an eyesore as it has dramatically altered the skyline of Tbilisi.
