The building was built by the Tbilisi architect Christopher Ter-Sarkisov-Satunts in 1914. It housed the office of the Governor in the Caucasus. Currently, it is the Institute of Linguistics of the Academy of Sciences of Georgia named after Arnold Chikobava.
